Duration of assignment: 12 person-months, Intermittent

BACKGROUND

The Government of Mongolia is implementing the “Ensuring inclusiveness and service delivery for persons with disabilities project” (Project) with a loan from the Asian Development Bank (ADB). The overall aim of the project[1] is ensuring access to employment for a person with disabilities (PWDs) by increasing access to services and livelihoods and self-reliance of PWD.

Key project stakeholders and institutions include the project Executing Agency (EA) which is the Ministry of Labor and Social Protection (MLSP); the  Implementing Agencies (IAs), including the EA´s Population Development Department of MLSP, and the Ministry of Health (MOH) on early identification of child with disability (CWD); the local authorities and the disabled people’s organizations (DPOs).

The project is designed to be effective gender mainstreaming and a gender action plan (GAP) has been developed for the project, and each output has at least one relevant gender-related indicator and the Design Monitoring Framework includes 9 out of 17 indicators that must be disaggregated by sex. The key gender mainstreaming actions are summarized in the GAP which required be monitored and reported semi-annually.

EA is implementing the Participation plan (PP) which ensures the involvement of civil society organizations in their participation of DPOs in project media campaigns, employment services, and monitoring activities, professional associations in the review of the study, and recommendations conducted by consultants, and in supporting the communication campaigns.

Thus, EA/MLSP is looking for an experienced gender specialist to assist the EA and the PIU in coordinating and monitoring the implementation of GAP and PP for the project.

OBJECTIVES OF THE ASSIGNMENT

The objective of this consultancy is to assist MLSP, PIU in implementing the GAP, and PP of the project, and provide inputs in the regular monitoring reports produced by the project. The main task of the consultant is to ensure GAP and PP is properly implemented and monitored and take necessary actions by interacting with relevant consultants, EA and ADB.

QUALIFICATION REQUIREMENTS

  • At least a bachelor’s degree in a social science discipline or equivalent with more than 5 years of working experience; Master’s degree would be desirable;
  • At least 5 years work experience as a social and gender specialist;
  • Experience in at least 1-2 projects funded by international development organizations, particularly those financed by ADB, would be an asset;
  • At least engaged in one project working experiences in gender;
  • Excellent communication skills and fluency in written and spoken English and Mongolian;
  • MS Office proficiency such as Word, Excel, PowerPoint, etc., and excellent web research and navigation skills;
  • High professional and personal integrity;
  • Excellent communication and interpersonal skills;
  • Ability to collaborate effectively with the relevant stakeholders and implementing agencies;
  • Ability to function independently and collaboratively in a team environment;
  • Organizational skills with the ability to handle multiple assignments.
