BACKGROUND
The Government of Mongolia is implementing the “Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project” (the Project) with the financing of concessional loans and grant from the Asian Development Bank (ADB).
The Project aims to increase access to services and employment for persons with disabilities (PWD) to increase their autonomy and contribution to the economy and society in general. The project has five outputs:
Output 1: Early identification of children with disabilities strengthened and institutionalized.
Output 2: Service delivery for persons with disabilities improved.
Output 3: Access to the physical environment improved.
Output 4: Work and employment for persons with disabilities improved.
Output 5: Strategic development to support persons with disabilities implemented.
The Ministry of Family, Labor and Social Protection (MFLSP) is the project Executing Agency and is responsible for ensuring the coordination of sector policies and programs, providing policy support for the effective implementation of the project, and the Project Implementing Unit (PIU) is responsible for ensuring the day-to-day operations of the project. The MFLSP will select the national consultant following ADB’s “Guideline on the Use of Consultants by the ADB and its borrowers” (as 2013 and amended from time to time).
OBJECTIVES OF THE ASSIGNMENT
The MFLSP prepared the first draft, “Bill on Barriers and Accessibility”, to optimize access to infrastructure and information and interdisciplinary coordination, which are the main factors that create the conditions for the full participation of people with disabilities in all spheres of society. The MFLSP plans to engage a national expert to review the draft bill and conduct a rough estimation of costs of implementation of the law.
QUALIFICATION REQUIREMENTS
- Master’s degree or higher in law
- Must have 5 or more years of professional experience;
- At least 8 years of experience in social protection policy development and implementation;
- Experience working in the field of disability will be considered as an advantage;.
- Have excellent speaking and writing skills in Mongolian.
- Must have an advanced intermediate level of English or higher.
- Ability to develop and elaborate the policy legal documents;
- Independently conduct research and analysis of legal documents, make conclusions, and and develop policy proposals and suggestions ;
- Organize and lead meetings and discussions;
- Work freely on computer applications;
- Ability to work independently and have good personal organization in a short period of time;
- Have high professional and personal ethics;
- Have excellent communication skills;
- Possessing the skills to ensure the coordination of project stakeholders and implementing parties;
- Have no conflict of interest in the field of cooperation.
