Contract No. and Title: W1, Construction of Development Centers for Persons with disabilities in Arkhangai, Darkhan-Uul, and Khuvsgul Aimags
Deadline for Submission of Bids: 05 April 2021, 10:00 hours, Ulaanbaatar time
- Mongolia has received financing from the Asian Development Bank (ADB) towards the cost of Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project Part of this financing will be used for payments under the contracts named above. Bidding is open to Bidders from eligible source countries of the ADB.
- Bidders may bid for one or several contracts, as further defined in the bidding document.
3. The Ministry of Labor and Social Protection (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Building Development centers for people with disabilities in Arkhangai, Darkhan-Uul and Khuvsgul Aimags (“the Works”).
4. The bidding will be conducted in accordance with ADB’s national competitive bidding method. The procurement process will follow ADB’s procurement guidelines.
5. Only eligible Bidders with the following key qualifications should participate in this bidding:
- Eligibility
Eligibility for participation by Bidders in terms of nationality, conflict of interest, status as a government- owned enterprise and sanctions either by ADB or other international development institutions.
- Pending Litigation
All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.
- Financial Performance (2017, 2018, 2019)
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last 3 years (2017, 2018, 2019) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year, calculated as the difference between total assets and total liabilities should be positive.
- Average Annual Construction Turnover (2018, 2019, 2020)
Minimum average annual construction turnover of MNT calculated as total certified payments received for contracts in progress or completed, within the last 3 years as follows;
- Lot 1: MNT 3,890,000,000 (three billion eight hundred ninety million)
- Lot 2: MNT 3,943,000,000 (three billion nine hundred forty three million)
- Lot 3: MNT 3,890,000,000 (three billion eight hundred ninety million)
- Financial Resources Requirement
Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources to meet the Bidder’s minimum financial resources requirement of MNT as follows for each lot;
- Lot 1: MNT 2,234,000,000 (two billion two hundred thirty four million)
- Lot 2: MNT 2,365,800,000 (two billion three hundred sixty five million eight hundred thousand)
- Lot 3: MNT 2,234,000,000 (two billion two hundred thirty four million)
Any contractual advance payments are not considered.
- Contracts of Similar Size and Nature
Participation in at least two contracts that have been successfully or substantially completed within the last 3 years (2018, 2019, 2020) and that is similar to the proposed works, where the value of the Bidder’s participation exceeds as follows for each lot;
- Lot 1: MNT 3,112,000,000 (three billion one hundred twelve million)
- Lot 2: MNT 3,155,000,000 (three billion one hundred fifty five million)
- Lot 3: MNT 3,110,000,000 (three billion one hundred ten million)
The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Specifications and Other Requirements).
- Required License for works:
The construction work should be performed in compliance with the construction norms, standards, manuals, and other relevant regulations on the “Accessibility of facilities for PWDs” in Mongolia. The construction work shall be done in accordance with specially designed drawings that took into account a barrier-free environment and space for PWDs and persons with limited mobility to work, live, study, and equally participate in society.
The following licenses issued by the competent authority are required to perform this work, and a notarized copy of the license certificate, its annexes and the original contract shall be submitted. These include:
In accordance with the “Procedure for issuing licenses and supervising legal
entities engaged in construction design, construction, production, installation
and maintenance of lifting facilities and their parts” approved by the Order
No. 89 of the Minister of Construction and Urban Development dated May 7, 2013:
- 2.1.1. Building renovation, decoration, landscaping,
- 2.1.1.* Building decoration, interior work
- 2.1.3 Structural and complete cast-in-place construction works on cast and prefabricated reinforced concrete structures (up to 1-9 floors) Steel structural construction work (farm crossing 18m, column height up to 6m),
- 2.2.1. Installation of indoor heating, air ventilation, water supply, sewerage networks, their equipment, and installation of external networks,
- 2.2.2. Installation of indoor internal lighting, power supply, communication alarm, internet network, fire extinguishing and fire alarm systems, their equipment, and installation of branch network outside of the building (formerly 2.2.2, 2.2.4, 2.2.9)
- 2.2.3 Installation of main sewerage network (main line) and its equipment
- 2.2.4 Installation of main heating and water supply networks (main line) and their equipment
- 2.2.8 Installation of main power transmission lines (up to 35 kV)

In accordance with the “Procedure for issuing licenses and supervising legal entities engaged in construction design, construction, production, installation and maintenance of lifting facilities and their parts” approved by the Order No. 217 of the Minister of Construction and Urban Development dated December 31, 2018:
- BA-8.1 Renovation, decoration, interior and landscaping work of buildings and structures
- BA-3.1 Construction, expansion and renovation works of cast-in and prefabricated reinforced concrete structures
- BA-6.1 Installation of indoor water supply and sewerage lines, their equipment and outdoor lines
- BA-6.2 Installation of indoor heating and ventilation networks, their equipment and outdoor networks
- BA-6.3 Installation of lighting and power supply inside the building, their equipment, and installation of these networks outside the building
- BA-6.4 Installation of communication alarm, internet network, fire extinguishing and fire alarm systems inside the building and their equipment, and installation of these networks outside the building
- BA-3.3 Installation of main water supply and sewerage network (main line) and its equipment
- BA-3.4 Installation of main heating network (main line) and its equipment
- BA-3.5 Installation of power transmission lines, substations and their equipment
Such licenses will not be required from foreign bidders. Foreign bidders may associate with national bidders as (i) partners in the form of joint venture, or (ii) sub-contractors, who possess the above-mentioned and valid licenses.
5. Interested eligible Bidders may obtain further information from the Project Implementation Unit of Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project and inspect the Bidding Document at the address given below, from 09:00 – 12:30 and 14:00 – 17:00 hours.
6. To purchase the bidding documents in Mongolian, eligible Bidders should:
– submission of a written application to the address below requesting the bidding documents for W1, Building Development centers for people with disabilities in Arkhangai, Darkhan-Uul and Khuvsgul aimags.
– pay a non-refundable fee of MNT 200,000 to the project’s account. The method of payment will be direct deposit. The document will be sent by airmail at the cost of the bidder. No liability will be accepted for loss or late delivery.

7. Deliver your bid to the address below on or before the deadline for submission of bids together with a Bid Security as described in the Bidding Document. Late bids shall be rejected.
