VACANCY ANNOUNCEMENT FOR PROJECT COORDINATOR

BACKGROUND OF PROJECT The Government of Mongolia is implementing the Ensuring inclusiveness and service delivery for persons with disabilities project (Project) financed by the Asian Development Bank (ADB). The project aims to ensure the inclusiveness of persons with disabilities, improve service at Ulaanbaatar city and province level, increase employment opportunities for persons with disabilities, and assure their independence and economic contribution.   The Executing Agency is the Ministry of Labor and Social Protection (MLSP). For detailed information about the project, please access to the link https://www.adb.org/sites/default/files/project-documents/48076/48076-002-rrp-en.pdf   This is a full-time position in the Project Implementation Unit based in Ulaanbaatar. The MLSP is now seeking to recruit a qualified candidate for the position of the Project Coordinator, who can effectively and efficiently manage the implementation of the project plan, monitor the implementation, coordinate the inter-sectoral collaboration and strenthen the partnership of non-government organizations. TASKS AND RESPONSIBILITIES Effective management and inter-sectoral coordination of day-to-day activities of the project implementation unit and responsible for the project result. Coordinate the implementation of the approved project plan and ensuring that project financing is used for the purposes intended.Maintain coordination between project implementation unit and stakeholders, and coordinate inter-sectoral relationships.Provide day-to-day management to the project implementation unit, and oversee and cooperate with them;Responsible to act as the Steering Committee secretary and follow up actions in accordance with the decision that made during the meeting;Provide updated information of project implementation process to the MLSP, Ministry of Health, agencies, and non-government organizations;Reporting the implementation of the project plan to the ADB, MLSP, Ministry of Health, and Project Steering Committee;Develop and get approval the annual and quarterly project budget and the project plan in line with the Ministry’s work plan;Develop draft of terms of reference and get approval for the assignments for international and national consultants and ensure their coordination. Monitor the consultants’ performance and support them to accomplish scope in time with quality according to the terms of reference;Develop a project procurement plan and coordinate procurement according to the ADB and GoM regulation and guidelines;Ensure that stakeholders are provided with relevant information of project activities and reflect their recommendations into the project activities;  

 MINIMUM QUALIFICATION CRITERIA

Education Master’s degree or above in Social Sciences, Economics or Business Administration 
Work Experience Must have 5 or more years of experience working in a government organization at the level of policy formulation or implementation in the social sector in regarding PWD.Must have experience working with non-governmental organizations of people with disabilities.Experience working with projects and programs in social sector funded by international organizations is an advantage.
Skills Possess skills in document development, problem analysis, multi-faceted scenario development, and problem solving.Knowledge of project finance, procurement and contract management.Ability to cooperate with project implementers and stakeholders in the project.Must have excellent computer skills in MS, Word, Excel, Power point programs, skills to search, collect and use any necessary data from the Internet.
Language Proficiency Must have full command of written and spoken Mongolian language and have an appropriate level of English.
Other Ability to work effectively in a team environment and possess high communication and participation skills among team members.Ability to be a team member and work in a team.Must have organizational skills to perform multiple tasks at the same time.
