Project Title. Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project
The Ministry of Labor and Social Protection (MLSP) and Asian Development Bank (ADB) are implementing the project “Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project” for 2018-2022.
The project aims to ensure the inclusiveness of persons with disabilities, improve service at Ulaanbaatar city and provincial level, increase employment opportunities for persons with disabilities, and assure their independence and economic contribution.
The project composed of the following components to meet the needs of children with disabilities and persons with disabilities. Component 1: Early identification of children with disabilities strengthened and institutionalized. Component 2: Service delivery for persons with disabilities improved. Component 3: Access to the physical environment improved. Component 4: Work and employment for persons with disabilities improved. Component 5: Strategic development to support with disabilities implemented.
The following applicant will be selected for the Project Implementation Unit:
Position: Monitoring and Evaluation, and Contract Management Specialist
KeyDuties and Responsibilities:
- The Monitoring and evaluation, and contract management specialist will be responsible for planning, coordination, and implementation of the project monitoring activities; and provide inputs in the regular monitoring reports for the project.
- The specialist will act as the main coordinator for the effective implementation of the contractor and manages the contracts.
Scope of Works:
- Review of the main project documents and the Design and Monitoring Framework (DMF) and create a work plan that defines the sequence of products, the timing of various inputs, deadlines of data and indicators;
- Establish a management oversight mechanism to monitor and report on DMF with inputs from the Project Implementation Unit (PIU) staff and relevant consultants;
- Assist in developing the terms of reference for a consultant/consulting firm to be engaged for collection of the project performance indicators; interact and review the inputs of consultants working on project-related data collection systems; provide guidance and monitor the quality of data collection;
- Ensure that the data needed to monitor the implementation of the Gender Action Plan, the Environment Plan, the Participation Plan and other project documents outlined in the Project Management Manual are collected and reported;
- Support for the review of the current role of the Management Information System (MIS) of the MLSP;
- Work with the Ministry of Health to develop new forms for reporting that will be incorporated in the Health Development Center’s existing reporting system. The new forms for reporting should capture the information in the child health card (the Pink Book) related to the Ages and Stages Questionnaire;
- Receiving and compiling relevant indicators from all data sources that can be obtained monthly; verify the quality of the data;
- Produce quarterly and annual progress reports and to present to the project director, the Executing and Implementing Agencies, the Asian Development Bank, and the Project steering committee;
- Act as a focal person on behalf of the PIU for all types of contract management issues;
- Monitor the progress of contractor/consultant/consulting firm contracts to ensure compliance with established standards, procedures, and schedules;
- Support the Project Coordinator in resolving any issues or any disputes that have arisen with the contractors/consultants;
- Support the relevant authorities in preparing the relevant information and evidence required in the course of appeals and trials;
- Other relevant tasks as assigned by the project coordinator;
Qualifications for the position
- Bachelor’s or higher degree in Economics, Statistics, Law or other occupations related to Social Science;
- At least 5 years of working experience in Monitoring and Evaluation;
- At least 2 years of working experience in Contract Management;
- At least 5 years of working experience in government organization;
- Familiar with national and international project management procedures;
- The ability to communicate in English both in writing and speaking at an advanced level;
- MS Office proficiency such as Word, Excel, PowerPoint, etc., and excellent web research and navigation skills
- High professional and personal integrity
- Excellent communication and interpersonal skills
- Ability to collaborate effectively with the relevant stakeholders and implementing agencies.
- Ability to function independently and collaboratively in a team environment
- Organizational skills with the ability to handle multiple assignments
